５．概要（Brief description）
メコン河流域の水力発電開発計画は長年にわたって続き、本支流のダム開発への反対運動もまた長い歴史を持っている。多くの調査が繰り返し社会環境面でのコストを明らかにしているが、ダム建設の進行は衰えることなく、今ではメコン河下流国の本流にまで建設されている。この研究会では、過去20年間の開発に目を向け、メコン河のダム開発をめぐるアドボカシーが生じる文脈の変化や、新たなアクター／利害関係者を検討し、1990年代の「ダム・アドボカシー」の初期段階から今日までのアジェンダの根本的な変化を示す。

Plans for hydropower development in the Mekong River Basin are longstanding, and opposition to dams on the Mekong and its tributaries now also has a long history.  Numerous studies reveal the repeated social and environmental costs of these projects, yet the pace of dam construction continues unabated and now includes projects on the mainstream of the Lower Mekong.  In light of the development of the past two decades, this talk considers the changing contexts in which advocacy on Mekong dams is occurring and new actor/stakeholder configurations, suggesting fundamental shifts in agendas since the early phases of dam-oriented advocacy during the 1990s.

６．講演者（Guest Speaker） フィリップ・ハーシュ博士。
シドニー大学名誉教授。1987年から2007年まで同大 学で人文地理学の教鞭をとる。現在はチェンマイ在中でチェンマイ大学に所属。メコン地域の環境、開発、土地（所有）に関する多くの著作がある。近年の共編著としては、Powers of Exclusion: Land dilemmas in Southeast Asia (Singapore University Press, 2011)、The Mekong: A socio-legal approach to river basin development
(Routledge/Earthscan, 2016)、Handbook of the environment in Southeast Asia (Routledge, 2017)などがある。

Dr. Philip Hirsch is Emeritus Professor of Human Geography at the University of Sydney, where he taught from 1987-2007.  He is based in Chiang Mai and affiliated with Chiang Mai University.  He has written extensively on environment, development and agrarian change in the Mekong Region.  Among his recent publications are, (with Derek Hall and Tania Li) Powers of Exclusion: Land dilemmas in Southeast Asia, Singapore University Press 2011; (with Ben Boer, Fleur Johns, Ben Saul and Natalia Scurrah) The Mekong: A socio-legal approach to river basin development, Routledge/Earthscan, 2016; and (ed) Handbook of the environment in Southeast Asia, Routledge 2017.
