Title: Lessons from the Ground: Agro-ecological Practices in Timor-Leste

Abstract:

*Presentation 1: “Urban (Land) Grabs, Urban Resistance: Upheaval of Civil Society in Transformation of Public Space and Urban Kampongs’ Daily Life in Bandung, Indonesia” by Frans Ari Prasetyo*

City as one of the greatest products of human civilization should be a place for better livelihood, especially for its inhabitant. Uncontrolled urban growth will create unstructured landscapes and disruptive effects to community’s everyday life. Dispossession and forced evictions for urban development and renewal as well as city gentrification occurred in many places globally, including in Bandung of Indonesia, left the betterment and sustainable livelihood of evicted community behind the economic and political interest of the investors and politicians.

People’s struggles against the tendency of urban agrarian injustice are not reflecting unrest among the evicted communities. The emergence of the web of urban social movements, which includes people from various social class and residential, is reflecting a growing grass-root based social concern among the city’s inhabitant. In Bandung city, a new wave of urban social movements against neoliberal creative-city policies and a city populist-authoritarian regime has been re-emerging in this decade.

This presentation is based on participative-observation will analyse five land conflict cases and situate them in a broader historical development trajectory of Bandung City. Specific mentions will be given for a period of 2013-2018 during the administration of Ridwan Kamil as the City Mayor who promoted a so-called ‘creative-city policies’ in Bandung. Kamil’s ‘creative-city’ policies have implemented hand-in hand with a World Bank-funded national urban development program namely “Kota Tanpa Kumuh (KOTAKU)” (idiomatic translation of “City Without Slums”). In Bandung, implementation of this program that designed to clear slum areas, relocates residents and rebuilds the cleared land generates resistances and opposition of its dwellers. Legal inconsistency, inappropriate spending of the public budget, involvement of private fund and investment on public matters, forced evictions and illegal military involvement, demolition of ‘urban kampongs’, and the Major’s ‘political fancy’ (‘pencitraan politik’) are central issues of the resistances.

In my perspective, these urban resistances, is an alternative interpretation of people to understand the space for living, which contested multi-level government’s urban regulations and spatial programs. In the case of Bandung’s urban resistances, it is not just rejecting the evictions, it is creating various ‘creative activities’ to contend the formal urban policies and program.

*Presentation 2: “Lessons from the Ground: Agro-ecological Practices in Timor-Leste” by Ego Lemos *

Timor-Leste faces many health, environmental, agricultural and social-cultural challenges, while trying to sustainably develop its future. Permaculture and agro-ecology have proven ideal for achieving these goals, using community-driven approaches that enable steady, positive development while also addressing the key challenges. Importantly, they provide techniques that use local resources, appropriate technology and low-cost solutions.

Permatil (Permaculture Timor-Leste) is a national NGO, leading advocates, educators and practitioners of permaculture, food sovereignty and agroecology in Timor-Leste since it’s establishment in March 2001.

Permatil has developed a model for effectively educating farmers, communities, government and NGO field staff, based on community consultation, that is appropriate for Timor-Leste and many other countries. They coordinate two large youth movements called Perma-Youth and Perma-Kids with camps and other activities, have established permaculture school gardens in the national primary school curriculum, and trained communities on how to create water reservoir to increase water level on the springs. Timor-Leste’s next generations now receive an important grounding in permaculture and agro-ecology practices.

Permatil has developed a comprehensive set of education resources, including the newly available Tropical Permaculture Guidebook (www.permacultureguidebook.org).

A comprehensive resource of permaculture design, food sovereignty and environmental regeneration  strategies, this guidebook helps create food production that contributes to environmental regeneration, provides resilience and pro-active adaptability in facing climate change and resource challenges.

About the speaker:

*Presentation 1: Frans Ari Prasetyo*

I was born and live in Bandung, West Java. I recently received my Master’s from the Department of Regional and City Planning at Bandung Institute of Technology.  My thesis is entitled “CAR FREE DAY: Contestation of ‘Third Space’ as a Phenomenon in the Production of Urban Public Space in Bandung”.  I work as an independent researcher with a methodology that is strongly community research based and relies on visual ethnography. I am primarily interested urban-rural landscapes, visual knowledge and visual culture. I typically use photography, photo documentation, film and video to tell stories and augment this with ethnographic information that I collect in the field. I have worked extensively in the city of Bandung. However, my main interests are the evolution of urban public space, architecture, politics, activities and sub-cultures or sub-groups, such as punks, metal, artists, and underground activists.

*Presentation 2: Ego Lemos*

Ego Lemos (Dip. Permaculture and MA in International Community Development) works as the Executive Director of Permatil. His previous position was the National Adviser on Curriculum Development for Basic Education on Arts & Culture and Permaculture School Gardens, for the Ministry of Education of Timor-Leste.  He is also a lecturer in Sustainable Agriculture and Public Arts & Culture at the University of Timor-Letse.  He has received several international awards for his national contribution to music, Art & Culture and community development.

Ego is the founder-coordinator of the Sustainable Agriculture Network and Organic Agriculture Movement in Timor-Leste. He is also the founder-coordinator of Permaculture Timor-Leste (PERMATIL), as well as the founder-counsellor of PERMASCOUT and PERMA-YOUTH movements.

He co-authored ‘Permaculture Gardens for Kids’ produced by PERMATIL, along with both editions of the Tropical Permaculture Guidebook.  He is sole author of the ‘Training Manual for Agro-biodiversity in Timor-Leste (GIZ-AMBERO) and the Arts and Culture section of the National Curriculum for Basic Education Grad 1 – 6 (Ministry of Education).

Apart from his Diploma of Permaculture Design, Ego also and certificates in Monitoring Evaluation and Learning (MDF Pacfic-Indonesia Consultancy) and Integrating Nutrition in Primary Education Curriculum (FAO). His Ted Talk:
‘School Gardening to Tackle Malnutrition’  illustrâtes his work, music and why embodying permaculture within the school curriculum is so important.
